The Problem
The Kansas foster care system is privatized, contracting with non-profit organizations for foster care, adoption, and permanency service. TFI Kansas is a foster care contractor serving designated regions.
Since TFI doesn’t serve the entirety of the state, the agency needed a way to monitor data quality and accuracy for cases transferred from other regions.
TFI also needed a way to meet state and federal reporting requirements. On top of those needs, the state entered into a court-supervised Consent Decree in 2021. Now it’s in the early stages of making policy adjustments to ensure placement stability and access to mental health services for children in foster care. In the meantime, TFI Kansas needed to provide the Kansas Department for Children and Families with accurate reports for accountability, improvement, and outcomes.
