How ROM Can Help

The Challenge

The ROM project was established in 2004 stemming from work on behalf of three Federal HHS Children’s Bureau grants focused on increasing state analytic capacity in child welfare and enabling child welfare staff to use data for program improvement. 

The grant work made clear child welfare staff around the country did not have easy access to useful data to guide practice and policy development, and that research reports had limited shelf life and utility in providing ongoing feedback for service effectiveness. 

ROM was inspired to provide up-to-date outcomes data using lessons learned from research, and enabling staff to use these data for making positive change.  At that time the federal government had established the Child and Family Services Review (CFSR) process and there was a clearer articulation of the major outcomes for child welfare nationally.

Accepting the challenge of meeting these outcomes, states developed Program Improvement Plans (PIP) for meeting these outcomes.

Terry Moore, M.S.W. and Allan Press, Ph.D. worked together to develop the vision and beginning framework for a reporting system that was easy to use, employed sound measurement methods, and enabled users to dig into their own data to inform their practice.  

Two states (Connecticut and Montana) shared this initial vision and separately approached the University of Kansas to undertake development of a reporting system. The initial team came together when Lynda Heimbach, an independent software developer, signed on and provided the technology know-how and enthusiasm for the ROM mission.

Making History: Today

Today, 12 states have implemented ROM and are collaborating together in the pursuit of excellence in reporting and using data for managing programs and fueling improvement.

Instrumental to this growth was Casey Family Programs, who understood the transformative power of data for achieving better outcomes and improving programs. Casey put resources behind the expansion of the ROM project at the request of individual states.

Today we are a small team of dedicated and knowledgeable people who pursue excellence for data inputs that change family outcomes.
